With authorities it applies: apply in writing. Wait for the written rejection notice. Then file a written objection (preferably without stating a reason). Then the next higher authority deals with it. At the latest, they usually notice the nonsense the caseworker has done and backtrack.

Unfortunately not possible in NRW, as the objection procedure was abolished many years ago. Here, one is left only with the option of taking legal action. Before that, of course, one can try to resolve the matter out of court in a personal conversation with the supervisor.
