Is this one of those development plans that may even have been created privately (commercially), for an area that is to be fully developed by a developer? Such a settlement with one or two house types and that's it? It does exist, just not very common here in the forum.

Yes, exactly. With a total of 4 houses, all 4 look identical. "Nahverdichtung" in a town center.

No, I cannot give you a source because there isn't one. It is exactly the other way around; the development plan including the textual provisions specifies what is permitted and what is prohibited. If something is not prohibited (and does not contradict general building regulations), it is allowed. That's why I keep insisting on where it states that the air-to-water heat pump is forbidden.
And according to your description, it is allowed (possibly observing distance requirements). In this respect, my statement fits that the technical committee is not keen on it. You can also install a purely indoor unit without affecting the exterior appearance.
