And the thing with the emergency hand cranks comes from the electric roller shutters, here it is nowhere anchored in writing, but it is basically criticized during the building permit application, so it then has to be included. With exterior blinds, it always depends on the person in charge, here a "slip through" could even work, meaning trying your luck without attempting it and if it goes badly, just adding it afterwards.
With us, it "slipped through" (without our knowledge) during the building permit for the garage roof blind (2nd escape route). We feel so uncomfortable about it that I have removed this blind from the automated KNX control and it still goes UP at certain times. Even though I trust myself to break through that blind, I do not believe it would work in the case of my daughter (5).
