In the development plan, in the paragraph about eaves and ridge height, it is clearly regulated that the top edge of the street surface is to be taken as the reference measure. There is nothing about a ground surface edge in the development plan. I am in contact with one of the neighbors; they are building with a basement and reaching street level.

Thank you very much, that helps me. Did you fill the entire 2 meters with RCL gravel? If yes, with different grain sizes?
Our neighbors are currently all at the same level.

Eaves and ridge heights are regulated there for the main buildings. For "privileged ancillary buildings" (such as garages that are allowed in the side setback) a height limit of 3 m for the "side walls" typically applies, measured "on average" (for example, 3.30 m at the front and 2.70 m at the back), measured from where they emerge from the ground.

You can find several threads here about this, which raise questions when there is a "stair step" in the terrain profile at the property boundary. Hence my note.
