I don’t know what your problem is. I once _planned_ a multi-storey building... with an innovative idea, with a modular floor plan to make seniors, as well as singles and families, happy. I’m still waiting for a developer to buy my idea for big money. :)

That is probably more of a project for an investor or a housing association. At that age, most people probably have financing problems with a single-family house :)

I assume this is an investment project with the intention of making a profit. What helps (IMHO an essential requirement) is expertise: Either you are an architect/construction contractor/craftsman with relevant experience, knowledge, and connections, or you are a knowledgeable, enterprising tax advisor. Ideally, you have the missing side available inexpensively (buddy, office community, ...). According to the current SPIEGEL (7/2017), only investments in upscale housing are still worthwhile, take a look ...

That sounds interesting. Senior inclusion is a hot topic in architectural planning (and social concept) fields, unfortunately still mostly (only) for visionaries at the moment.
