I want to install a wall hose reel box in an insulated wall (gray 24 cm concrete hollow block with 8 cm EPS insulation). What is the most cost-effective option? The original screws (M5x60) of course no longer fit.

Spacer mounting systems, for example from Würth or Fischer, seem quite expensive to me. Are long-shank anchors also suitable? However, I can only find larger diameters like 8 or 10 mm for all systems at the required length of around 140 mm. Any advice?

I would drive a post into the ground or cement it in front of the house and attach the box to it.

Well, a hose reel doesn’t weigh little and is often handled/used, so I would personally rather use the thermal anchor/screw (they don’t cost that much either, a thermal anchor should be around €10). Otherwise, there are also special insulation anchors for smaller things like mailbox/light/sensors/cameras.

That's exactly why I would rather trust a post with a 70cm ground sleeve, possibly even concreted in. But to each their own.
