Where should/may our carport be located?

Hello everyone,
I hope that I have come to the right subforum with my concern.

We want to build a carport soon. We are not yet sure whether it will be a double carport or even one with 3 parking spaces. Of course, that also depends on what is permitted by building regulations. And where exactly the carport will be located.
A small shed for our riding mower is also to be attached to the carport.

So. Now the fundamental question is of course WHERE the carport is allowed to be placed.
We asked in our collective municipality by email with pictures. So far, the gentleman has only responded "casually" that it may be possible despite the rather "difficult planning law situation," so we should preferably now submit a preliminary building inquiry.
I think his statement applies to the situation that we live in an outlying area. Unfortunately, he did not comment on the pictures.
But maybe someone here knows and can say something about it?!

Now we have different options for placing the carport.


This is what the current situation looks like.
With this option, we would have the possibility to extend the paving. And the "purple box" roughly indicates how far the carport can stand. The property boundaries are green.
BUT I absolutely cannot imagine that the carport is allowed to stand in this spot. The building directly next to it is already 9m long, standing on the property boundary. At that time it was okay with a signature from our neighbor (60 years ago!).

Option 2 would be:


This option would be okay for us as well. Unfortunately, we would then have to remove the pond and a pavilion and a lot of greenery that has already grown nicely.
The path to the front door would be a bit longer... And we would have a kind of 'courtyard' because then everything around would be filled with house and shed/carport.

Option 3:


This would basically be just a different orientation of the carport. Of course, it would be a bit awkward with the "driving around the corner."

Where do you see the pros and cons of each location?
... If it is even possible at the locations at all...

Hmm, well I would tend to option 1. The driveway is already there, cars apparently already park there too. You can’t get there dry-footed with any option.

Basically, you are allowed to build a carport on the property boundary, you would just have to submit this preliminary application.

OK. Thank you very much for your opinion. I just wonder if it is allowed to build along the "entire" property line. Because the shed that is already there and basically borders the carport is already 9m long by itself. But first of all, thank you very much!

On the one hand, a pity, on the other hand, it is not the task of the approval authority to plan for the builder. IMHO, for a preliminary screening one seeks the personal conversation, for a legally binding statement one submits the formal building inquiry. Your email is an intermediate step with which the authority cannot do anything, as by giving a written answer it risks taking on unregulated obligations.

Option 1 would be the most practical, but legally the most problematic. As you yourself say, according to building regulations the boundary development of privileged buildings may only be 9m. Is the existing building a privileged one according to §5 (8) 2 Lower Saxony Building Code 1. Garages and buildings without habitable rooms and fireplaces with a height of up to 3 m ...? If yes, it would depend on what exactly the neighbor accepted by his signature 60 years ago. If not, then a new 9m boundary development would be legally permissible according to building regulations. From a planning law perspective at this point, however, it is questionable because the development would be extended northwards into the open countryside - which is not welcome in the outer area. In any case, you should read §35 of the Building Code and come up with a good justification for the necessity of the carport. Based on that, you have to provide the authority with convincing reasons for exactly this location. I recommend involving an experienced local qualified planner, because with inadequate building documents and/or weak justifications you risk rejection.
