Where is the foreextension located in the site plan?

A silly question, what is actually inside the black pipe that always protrudes from the ground on developed building plots? (see photo) We planned the house on it. We thought it was the connection for electricity etc. According to Netze BW, however, the preliminary extension is at exactly the other end of the property. The result is 30 m of cable length. The multi-utility connection is now supposed to cost us €9,800.

That can't be right? There is really nothing recognizable for us in the site plan. Netze BW, however, says we should place the order and then we will clarify it with the executing company.

Of course. It was the same with us. But the price is a joke!
