Where can I find the building preliminary inquiry form for Saxony-Anhalt?

I just asked around the municipalities and found out that there is no development plan for our property. I need to submit a preliminary building inquiry and am looking for a form - supposedly available on the internet (we want to build in [Sachsen-Anhalt]).

I was also told that I should align with what is "allowed" according to the neighbors and build similarly to them. Hmm... but there are different types of buildings here: from one-story, to one and a half, to two stories. Only the facades are almost all plastered.
Can someone tell me if I might be able to get a wooden facade approved? By the way, our property is surrounded by a 1.80m high rubble stone wall, so you would see little of the house anyway.

In building my house, I also have to adapt to the neighboring buildings. Our neighbor has one story, and we will build two stories. However, this is still possible because the building authority in Duisburg does not focus on the number of stories but on the height of the roof. Here, we are exactly 0.4m higher than the neighbor. According to the building authority, this should not be a problem.

Tendentially rather no, maybe partially - but like everything in life - go to the planning department, meet the people there on equal footing and ask politely ;)
