When is KfW confirmation needed?

after initial discussions about the financing of our construction project, our financing will probably consist of 3 components, including KfW, since the house meets the KfW 70 standard.

When is the confirmation that one is indeed building a KfW 70 house needed, or who issues it?

Because if I want the KfW loan, I have to build accordingly, otherwise anyone could apply for it.

We also inquired with the developer, who then requested the application from the structural engineer. We submitted the original to the house bank, which forwards the documents to the KFW. After the construction, the structural engineers provide a corresponding report that everything was built correctly according to KFW standards (the so-called Blower Door Test). As far as I know, this confirmation must then be finally presented to the KFW Bank.
