What was subsequently installed here on the exterior wall?

Hello,

my wife and I are interested in an old end-terrace house (built in 1925) that has been put up for auction. Now, it is the case that the plaster on the exterior walls has been renewed in places. At first, I thought that only a pipe or cable had been installed and then replastered. Later, I took a closer look and now have a different suspicion. For me, it looks like some kind of wall anchor was installed afterwards. As I said, I have no idea and find it difficult to assess the situation. Inside the house, I cannot see any cracks at this spot, and certainly no new plaster was applied to cover anything, because the wallpaper has been hanging there for about 30 years.

Maybe someone has an idea what was done here and above all why?

Ask if it possibly was not the last house in the row before the war. The open space may have arisen, for example, after bombing. Then it might have been necessary to subsequently stabilize the wall, which was originally only intended as a partition wall. From my point of view, this possibility is supported by the fact that there are no windows in the entire wall.
