So, one may and can protect a 1.5mm² cable with 16A, depending on the length. With 3-phase, one may/can therefore draw 11kW.

This will never be exceeded by the cooktop-oven combination in any situation!

Addendum: It is really important that it is connected as 3-phase, otherwise there will be an overload of the neutral conductor!

You (or at least I) can't see anything on the photo. 13A is absolutely no problem at 1.5mm² and the cable length (provided it is connected correctly and the cable is not damaged).
