We need an additional soil report

A soil survey was conducted by our contractor; unfortunately, it does not mention anything about contaminated sites or pollution. However, we have a notice from the city that certifies the property is free of contaminated sites. One earthworker who provided a quote insists on having an additional survey regarding pollutants. Another earthworker we asked, who is digging at the neighbors', said that this is unnecessary; it is completely sufficient to have the notice from the city. What do you think about this?

Unfortunately, I was also forced to create a separate one. It costs about €320... It is not a land use permit, but a soil analysis. Unfortunately, this is required by the landfills here (KL) at least.

What is just strange is that the neighbor to our right supposedly does not need it according to his excavator operator and ours says we need it. The landfill site would be the same. I don’t know who to believe now. Both are, of course, in competition.

Normally, a soil report according to LAGA is required. If the expert from last time still has samples, he could send them in, then it costs just under 350€. If not, the effort for taking samples will be added on top. It is best to ask the landfill beforehand what they want. Ours was not accepted because there were too few composite samples.

This is not a geotechnical report but a chemical analysis. The landfill wants to see this. Landfills also offer this service, maybe one of the earthworks contractors already includes it in the price. Or disposes of the soil in some other way.

Excavated material is considered waste according to the Waste Management Act. It must be deposited, and the landfill must issue a disposal certificate. This is only possible if it is known whether the waste is free of pollutants or not...

So yes, you need it. However, the landfill can also do this itself upon delivery. BUT I would prefer to have it done beforehand.
