Whether and how this is checked, I do not know. Presumably only if your neighbor gives a tip to the authorities. The manufacturers usually have a test certificate for infiltration on their website, which would probably have to be submitted. Then you would probably be asked to dismantle it.
With the channel... a drainage plan is part of the building application, where you can include them. In front of the garage, it will probably be approved as an emergency channel. Our architect also drew this in front of the carport, but we will not implement it for the time being.
For narrow joints, there are also porous pavers, but these apparently clog up over time. I also do not find our 5mm joint to be really wide; on the larger area it looks different than on the square meter pieces in the exhibition.
