For disposal, according to the [abfallkreislaufwirtschaftsgesetz] (cough), you need a hazardous substance report, which I believe costs around 300€. This is waste unless you can prove otherwise. You have to commission the report. For disposal, you need proof. Unless you have a certificate stating that your excavated material is Z0, then it is not subject to the law.

We were offered 9000€ for disposing of sand with less than 10% [bla], no construction debris, Z0, from a construction pit 12*12*3 without excavation, including loading and hauling.

Ask a recycling company, not a landfill. They put it in the trommel screen and sell it further.
