Vapor-tight connection of the exterior wall to the floor slab

PS: attaching the pot rail to the wall only after plastering would have looked cleaner/nicer, but that is already being overly meticulous.

It is about the foil in the wall. Ideally, the foil should be extended down to the base plate. In our case, the foil is basically folded down at the bottom, so that the wall is completely enclosed by the foil.

However, there are probably still a few scratches here and there from the installation of the brackets/anchors used to secure the walls.

What foil in the wall? What is the wall construction like? Prefabricated house?

Blocking layer foil after the first row of stones?! Wall structure or (schematic) drawing would be really good.
