Underfloor heating in old buildings, subsequent installation

We already know that it concerns the house we want to visit, which has a gas heating system with radiators. The age of the building is not all that matters to us, but rather the overall condition of the house. This means how difficult (and costly) it is to bring the house to a condition we would be satisfied with. Therefore, I am a little surprised that it is considered strange to ask something like this. Of course, one must know in advance how feasible or even possible it is to retrofit a building with, for example, underfloor heating and what all that costs.

Easy is relative. Off the top of my head: - have an energy calculation done including a laying plan for the underfloor heating - remove old floor covering - remove old screed - insulate downwards or insulate the basement ceiling - lay underfloor heating (staple, clip or whatever) - new screed on top - adjust some electrical work - make breakthroughs up/down or through the wall for the heat pump supply line - connect hot water storage tank and link to the "old" piping - new floor coverings - plaster walls, since ERR (electrical floor heating) must also be installed (or you work with radio control pro forma, only to return it later). When the old floor is removed, you can also use the floor for laying electrical cables during a renewal. I did the whole thing myself last year in a 60s building.

I modernized my old building with funding in 2020, and ERR (unlike in new buildings) were not mandatory. Has that changed?
