Underfloor heating HELP !!

Hello I moved alone from Munich to Cologne two weeks ago. I don't have anyone who knows about this, so I want to ask my question here. The apartment is heated by district heating. (underfloor heating) Unfortunately, it is constantly cold here, the pipe of the underfloor heating is lukewarm. I know it from my parents, there the pipes were hot! Can someone please help me somehow?? Why aren't they getting completely hot?? It is quite cold in the apartment here :-( Please help Regards Julia

Call the landlord right away..... If you turn it up full blast and it doesn’t get warm, then something is wrong.
