Towel radiator at low flow temperature

Hello, so we have a 14m² bathroom with a towel radiator with an electric heating element because the underfloor heating only reaches a maximum of 31°C - even in winter at below zero temperatures. So what do you want to achieve with such a low temperature in the radiator? It is even below body temperature! The electricity costs are also negligible if you integrate intelligent control.
