Too warm bedroom

The question is much more which house is closer to normal :D. But on topic: probably installation errors or unfortunate placement of the heating circuit valve. Alternatively, reversed connection of the thermostats. Unfortunately, both happen quite frequently. At least the second case is easy to fix. You just have to go on a trail. But as others have already pointed out, getting below 19 degrees will be difficult due to the construction. But you're quite far from that anyway.
