basically, you should really have the matter calculated on-site by a professional......
Retrofitting a vapor barrier foil is also not exactly cheap. The cladding and installation level would then have to be dismantled again. Besides, there is always a difference between theory and practice. Mathematically, it might work with a vapor barrier, but who supervises the work and ensures that the foil is installed correctly. I consider the solution dangerous.
The bracing of the wall is most likely performed by the inner OSB board. I would now assume that the outer OSB board has no structural function. The wall construction is wrong, and I think the structural engineer did not calculate it that way.
Costs for a wood fiberboard: I would estimate 15 to 20 EUR (if you install it yourself), but I do not know that for sure. Your carpenter will certainly be able to tell you more precisely.
