Thermal insulation certificate or energy certificate

Do I need both for a new building or just one of them? Or are they the same? I don't understand.

Thermal insulation verification is mandatory, otherwise there is no building permit.

You will need an energy certificate later when selling, which is of course not the case with new construction.
