Can one generally say: As long as the spread is low, it is better to increase the flow rate rather than the supply temperature?
I am not an expert myself, but I have cautiously increased the supply temperature up to 28 degrees with fully opened actuators, and we end up at 21.5 degrees, which is okay for us. To answer your question, I would say yes up to a certain point. At some point, a supply temperature that is too low will no longer bring the necessary heat into the house, even with fully opened valves.
