2. If the stair builder could not have expected anything at that spot, meaning no line should have been running there, then they can turn to the electrician. However, they should have basically checked or possibly had to check whether nothing was running there.
But approaching you for a mistake of the electrician, if that is really the case, or for damage caused by the stair builder is rather cheeky.
