Whatever 13b is: don't believe anything, read up on the basics yourself. A development plan or §34 is a fundamental question, but one answered by a call to the building authority (or a visit to the municipality's website). Development plans have a graphic part (plan drawing with legend) and a text part (textual determinations), both of which you learn to read here. For believing, you go to church – not the town hall.
