Terraced house built in 1985 - constantly tilted windows

Hello everyone,

we are about to finalize the purchase contract for a mid-terrace house built in 1985. The reason for sale is apparently the couple's divorce. We have viewed the house twice, but we are not experts. We did not have an appraiser or expert with us.

My question:
Since then, I have driven past the house more often and noticed that all the windows are tilted open. The owner still lives there.
What reason could there be for this?
I could, of course, ask the owner, but I would first like to hear what might be possible/probable here?

He likes fresh air? Heating costs don't matter?

Then take the expert with you – he should measure the temperature and humidity in the window reveals. Constantly tilted-open windows in winter makes me think of an attempt to prevent mold and/or a poorly adjustable heating system.

We had that privately too.

In this case, however, it was the tenant in my mother-in-law's two-family house who simply couldn't grasp the connection between "heating costs thanks to the heater being turned up all the way" and "tilted window." And since there was no exact billing there, my mother-in-law was basically always paying as well.

I then turned the heating down so much that he also turned it up all the way... then he noticed it eventually.

Therefore: I would not immediately assume "bad will," but rather assume "stupidity" as the reason...

I do think that there have probably already been initial signs of condensate that will cause problems.
