Terrace joint mortar is not very strong

Good day,

2 years ago I had my terrace done and now I have noticed that the joints are quite soft. You can see it in the picture, I can easily get into the joints with a spatula and little pressure.
Shouldn't they be hard as stone or how do you see it?

That depends on what was ordered. For terraces, a joint is usually made that allows infiltration to get rid of the water. So if you haven't explicitly ordered an epoxy joint etc., that could be appropriate.

okay, I didn't order anything specific, the only thing I chose were the terrace slabs, nothing was discussed about the joints
