Can you please give me tips on which exceptions I can refer to or where I should best look up, so that the building application will also be approved?

It's called "textual stipulations." For example, it states what exactly the reference point for the eaves height is. Even down to the colors of the garden gnomes, in case the council members wanted to drink a bit longer that evening.
But not everything is stated there either; sometimes there are cross-references, for example, to the state building code.
