Stone dust on concrete pavement cannot be removed

Hello!
Parts of the garden/terrace area were paved in September last year. The paving stone is a "normal" open-pored concrete stone.
Without asking us, the landscaping gardener used stone powder for grouting the joints. Unfortunately, this stone powder also settled on the surfaces, so I can't get it off. The anthracite-colored stone is therefore light gray. I hoped that the weather might help, but unfortunately that is not the case!
Does anyone have an idea?

The landscape gardener should provide the solution. I wouldn’t tackle it myself unless it can simply be wiped / swept away.

Vacuum cleaner does not work, everything is crusted or hard, Kärcher flushes out the joints, you have to re-grout afterwards

Complaint, etc. is clear, but I would still have appreciated a tip/recommendation, whether it be a product (acid-based cleaner) or a cleaning method...

One should definitely avoid treating their concrete paving with the HDR...
