I can't believe he is really demanding that.

The opportunity to ask for a splash guard at his own expense has now been lost by your neighbor.

You can relax, he has nothing legally in hand. I often wonder why some people, even in their own home where they want to feel comfortable for most of their lives, try to get through life with elbows out.

There is no legal basis for your neighbor to demand that from you. Of course, he can still do so. I would reject the demand once with this sentence: "Unfortunately, this does not correspond to our garden planning." Then ignore it and just continue to politely greet. No further explanation, no emotion, no legal reference, no accusation.
