The topsoil has to be removed anyway, you cannot build on it. But if it is not contaminated, it can be disposed of again. The layers beneath are more interesting. I don’t want to evaluate them, but it is noticeable that the two drillings have produced quite different results.

But yes, of course you will be able to build there. It’s just about the cost of the earthworks. You do a soil survey for your specific project, which includes a foundation recommendation. The structural engineer and architect use this for further planning. The professionals involved are liable for the solution.
