Smooth fleece / painter's fleece / renovation fleece - unevenness

Hello everyone,

Our house construction including interior finishing was completed by our builder in Dec. 17 and we have now been living in our own home for 6 months. Unfortunately, there are 2-3 things that bother me up to now or I am not sure if it is "normal".
Throughout the entire house, we chose the painter's fleece (also known as smooth fleece/renewal fleece) as wallpaper from the builder and also paid 10k€ for it.
We have ceiling spotlights in many floors and I find that when the sun shines or the spotlights shine directly on the walls, it looks like the walls have "cellulite" to an untrained eye.
Really unevenness, I just don’t know if it could be made properly smooth at all and since we don’t know anyone who has this wallpaper on their walls yet, I thought I’d ask you for advice.

In the highlight many things somehow look uneven.

Sure. I have attached 4 sample images. The images do not show reflections but the mentioned dents.

Phew, terribly plastered. The painter's fleece doesn't help much either. The painter should have puttyed much more beforehand. Coulda woulda shoulda. You'll probably have to live with it for a while until the next renovation.

Looks like a fleece that is too thin.... You can see every trowel stroke shining through. In the hallway and living area, we used thicker fleece, which is already primed. For wall lamps, this is mandatory.

Fleece does not conceal bad plaster. At least wallpaper is needed, but that also has its limits. What quality was agreed on for the plaster?
