Smoke detectors soon to require paid inspection?

According to our electrician, a mandatory annual functional inspection of the smoke detectors by a specialist company will soon be introduced. KP at the electrician would be €45. Does anyone know anything about this?

Basically, it's just a legal formality. If the house burns down in 10 years and someone gets hurt, the insurance and others want proof that the smoke detector hasn't been dead for 5 years due to a missing battery. Otherwise, they won't pay, and the owner gets charged with negligent homicide or something along those lines.

Since the smoke detector is the owner's responsibility, the tenant is protected by it, or rather, the tenant is held financially responsible.
