Sequence of electrical installation

Good morning,

an acquaintance rewired the electrical circuits in my old building.

What is the next step?

Logically, it makes sense to connect the cables to the fuse box and test if everything works BEFORE the chases are closed and the wall is plastered.

The electrician says to close the walls first, then he will connect the cables permanently.

Is this really the "normal" procedure?

If something doesn't work properly afterwards, you have to open everything again...

Cable breakage in NYM cables is very, very rare. The risk that something does not work is minimal. The electrician does not need to test.
