The buffer comes on top. But it is primarily meant to protect us from unforeseeable things; a construction project always becomes more expensive than planned, I have already gathered that here. If the endeavor does not work out, it is not the end of the world. It is precisely from such experiences that we want to benefit so as not to start off blindly and then not manage afterwards. I am grateful for any realistic assessment.
