Reasonable planning requires a reasonable planning basis, including a complete, precise survey of the road, sewer, and terrain heights of the building plot and the immediate neighbors (see §4 LBOVVO).
Which services are exactly needed often depends on the local conditions and the building permit authority, so I would like to join Egon's advice:
Simply go to a surveying office and get advice there
