Scaffolding mandatory from which height - who knows about this?

Hello everyone,

I am not 100% sure if this question belongs here, but I didn’t know a better place.
We are building a house with a basement; our neighbors didn’t want one. Now our basement is built, and the neighbors should actually start as well, but it looks like they are finishing our ground floor first. But without compacting the soil, they can’t set up scaffolding, right? Or from when do they have to work with scaffolding?

I hope you can give us an answer.

With us, the scaffolding was there when the [WDVS] had to be installed. The complete shell construction (including flat roof) was done without scaffolding. Whether that was legal... idk.

Have you asked your site manager?

Did not receive any information from the construction manager himself, but I was able to get help from another source. Work over 2m is only permitted with scaffolding.
