I inquired at the building authority today: A building permit is necessary if the structural integrity of the house is altered. The roofer is available as an expert here and thus sets the course. Ultimately, he is also responsible for it. If he is unsure, an architect must be consulted. Otherwise, it is exempt from approval! The state building code of the state of NRW §6, §65 as well as §§ 23 and 24 of the Neighbor Law, and their amendments (Law amending the Neighbor Law (NachbG NRW) - Thermal insulation and buildings on the boundary from May 24, 2011) must be observed. In any case, one should talk to the neighbors to avoid any inconveniences and obtain their approval, which is not necessary as long as there is no encroachment.

In my case, it partially concerns an extension built before 1960 (no construction documents are available anymore), which according to current building regulations certainly would no longer be approved in this form. According to the building authority, it is assumed that the extension was in accordance with the building regulations at that time. However, if I were to change anything and a new building application would be necessary for it, then the entire extension would have to be checked according to the new building regulations and it would no longer be approved. That much I already understand. Only that, for example, I am not allowed to replace rafters (instead of adding layers), because then the approval for the entire extension would no longer apply, seems somewhat strange to me. Regards
