Right to the current execution plan?

Hello,
we are currently building a single-family house without a written fixed construction period. The verbally agreed construction period was 6 months - moving in December 2010 is not a problem. The starting signal with the building permit was in May 2010. Planned start of construction July 2010 - due to lack of proper documents no WK approval, therefore the start was only in October 2010.

Currently, painting and tiling are being done – so it will be ready soon.
Nevertheless, the general contractor does not respond to our request (letting two deadlines pass) to update the execution plan or to specify a binding handover date.
We are in a pretty bad position because we cannot give our tenants for our old property (where they want to move in) a move-in date. They still cannot terminate their apartment lease...

What do you recommend?
