I would treat the GFL like a property boundary, so calculate the price per square meter for the usable part and then decide. With the plot sizes, a decent house should definitely still fit.

If you take the access route into account right from the start in land planning, you will later have neither a problem in terms of attractiveness nor any trouble if the rear plot is ever developed. One option would also be to divide the plots in the land register and add an access strip as a communal property with an indivisibility declaration to both plots. I would look at the rules for boundary construction to determine the size of the building area.
