Renovation of owner-occupied apartment built in 1965. Worthwhile investment?

I will ask the other owners if there have ever been special assessments. However, you need to know that the community has only existed for about 10 years. Before that, it belonged to one person who then divided the house. You really need to understand how the other people think. If the others have something privately in the account, that would be okay. I would rather invest more and preserve the substance than just patch things up.
