Renew roof insulation due to the Building Energy Act?

Unfortunately, I can't really make sense of the Building Energy Act. It's about the topic of roof insulation when taking over an existing property.

If you want to do something, do it for yourself. Not for the Building Energy Act, because even if it is not correct in your case, no one will check it. Really, no one ever.
