The "consultation" (in the broadest sense) here (NiSa) costs nothing up to 15 minutes of live audience (appointment necessary),
beyond that there is a very moderate hourly consultation rate.

However, as far as I know, this can be different in every city (municipal sovereignty). In small towns,
where a separate department is not worthwhile, a clerk is probably assigned for this:
inquire at the town hall
