Where exactly am I not a potential buyer? In Hesse, it definitely works without problems and rightly so.

More likely at most scandalously unjustly. You are no longer a potential buyer as soon as the sizes of the requested plots differ significantly. Allowing you this "search" lacks any proportionality. A municipality or even a state data center that repeatedly violates data protection in this way should be dragged before the judge thoroughly (and one can only wish them an American victim so that it hits memorably loud). Data protection is not for crybabies and wimps, but a serious matter. The fact that they only give you names and addresses without birth data does not really make it any less incredible. I fully agree that densification is a public interest. The "land speculation of the little man" with grandchild plots is fully subordinate to the environmental interest of avoiding land designation for development to compensate for fully developed building gaps. But this must not turn the property secrecy of landowners wholesale into open season. The protection of property is a high good, and a de facto building obligation through public pressure to put one’s building plot on the market goes too far. A building obligation is only an appropriate measure where the municipality limits it to plots it trades and is particularly "sanctified" when it does so on terms that keep the local standard land value in check or even represent a subsidy towards young families. Pampering your ego as a big small investor is not the task of public administration.

Then try to imagine the situation from the other side. You have a piece of land and absolutely do not want to sell it. Now the land registry office gives out your name and your address to every land seeker. People contact you and not everyone is nice and just makes a quick inquiry. Some will pressure you, harass you, etc. Still justified?
