Purchase and financing of a semi-detached house - realistic and feasible?

I think offer 2 is good. We are also currently planning our financing. 1.15 % bri for this amount over 25 years is great. May I ask where you get it? We need 400000 euros, but so far had the best offer at 1.53 % over 25 years.
