That is only partially true. If the city had said no again now, the district could still have given its approval, that is correct. But the city would then have had 4 weeks to sue against this approval. And a lawsuit (or so I was told) can take up to 2 1/2 years until a final decision is made. One could then have built however one wanted and in the case that the city won, would have had to dismantle afterwards. I don't even want to think about it.
