Hello,
if asbestos is included in the construction debris, it cannot really be separated and the entire excavation must be disposed of as hazardous waste.

Even though no direct hazards to the protected goods arise according to BBodSchV, from a structural point of view, founding on an unknown fill and still existing foundations is not advisable. No home builder/structural engineer will provide a warranty.

A possible solution would be to penetrate through piles or completely replace the fills.

I would get quotes for the remediation, offset them against the "anyway costs," deduct that from the purchase price, and approach the seller again.
