That is a crazy idea. You also have to provide parking spaces and then you are dealing with surface sealing – even with the dense development in the area, it is almost full sealing. The other house would practically have no garden and only a terrace right in front of your nose. Have you checked if there is a development plan for the area?

The 34er area does not provide for hinterland development in your case. This is also likely to be the problem.

I only just see now: You cannot let a garage run along three additional property boundaries. There is a 9 or 12 meter rule in virtually every state building code. The "driveway" on the right is about 9 meters wide and cannot really be used as property. Is that so? It seems to me that the neighbor on the right side also has a backyard construction (flat-roof bungalow).
