Preliminary building inquiry, sale of partial plots, procedure

Hello everyone,

so far I have been a silent reader and would currently be very grateful for a few tips. My girlfriend and I are planning to buy a plot of land and may have found a suitable one. It is a gap in the building development, which is currently used as pasture, but for which there is not yet a development plan. The sellers only want to sell the entire area, which is about 4,000 sqm. We would then like to divide the plot into three parts and build on one of them.

I have the following questions:

    [*]Is submitting a preliminary building enquiry the right way? We have created an informal letter and visually presented our thoughts on dividing the plots, but have not yet submitted it. We would like to include the sellers’ signatures confirming they are willing to sell the meadow to us. Initial discussions with the sellers have taken place.
    [*]What is the ideal procedure if we only want to keep one of the three plots? I am concerned about questions such as buying and reselling the other two plots regarding taxes, feasibility, liability, etc.
    [*]I know it depends on the price paid. However, the meadow is currently obviously not developed. The price for developed new building areas is about €70/sqm two streets away, the price for arable land is about €2.60/sqm. I am very undecided about which price per sqm we should start with because it is accordingly not yet developed, there is “still” no soil report available, and most likely a lot of soil will have to be filled in...
    [*]On the internet I find costs between €15,000 and €20,000 per plot. Is this a realistic assumption for an initial rough estimate?

Hello Kevin, go to a public construction committee meeting, look at the people and informally ask one particularly likeable person all your questions. You will quickly make contact and get orientation. Make a preliminary contract with the seller that states the price and the acceptance deadline - so that it doesn't suddenly become more expensive.

Hey, I would first clarify whether the "Weide" is generally allowed to be built on. In the land use plan, you can find out which category the plot belongs to. You can also quickly clarify this by phone with the responsible building authority. There are also meadows within town that are not suitable for building. Regards

If the area is designated as [Bauerwartungsland], then you should rather assume that you have to calculate with 50% of the developed building land price and not the grassland price.

Additionally, in this case, you also cannot assume that such a classification will change in the short term.

Basically, everything has already been said; just enter "Flächennutzungsplan / by: 11ant" in the forum search, then you can read yourself smart until you drop. Briefly: if you can afford the land speculation out of your petty cash, buy the entire pasture now and let it lie fallow for twenty years (or even longer!), then go ahead – but only really then! A 4,000 sqm pasture – even if it is squeezed directly between two areas with development plans – to call it a "building gap" is pretty much the height of naive hope.
