So first of all, it is wrong to trust the architect blindly. Believe me and many other people who have been hurt by architects.
And sure, you can submit the floor plan for approval that way, but it won’t do you any good because changes inside can affect the external dimensions, facade, windows, etc., and you start all over again.
What the architect actually wants to say—and I see this architect drama unfolding—is that his design is "approvable"; in short: he has done his job and doesn’t want to do much more for his money.
